Regional summary
On July 29 the restrictions caught up with the whole valley. FWP's new orders put the Blackfoot on hoot owl from Cedar Meadow down to the Clark Fork confluence, stretched the Clark Fork's hoot owl to the entire river (from its birth at Warm Springs and Silver Bow creeks all the way to the Flathead confluence), and added Upper Rock Creek from the forks down to Stoney Creek. Monture Creek and Upper Lolo Creek joined the list the same day, and three Clark Fork tributary mouths (Fish Creek, Rattlesnake Creek, and the St. Regis) are now closed to all fishing within 100 yards, because bull trout and their neighbors are stacked in those cold seams for thermal refuge. Leave them alone. The Bitterroot, restricted since July 22, is no longer the exception; it is the template. Add wildfire smoke hanging over the valley, highs in the 90s all week, and another step down in flows, and the shape of the fishing is not in dispute: this is a dawn fishery now, everywhere, with a 2:00 p.m. legal curfew on most of it. The good news is that the mornings are excellent. Tricos and PMD spinners own the glass at first light, spruce moths are producing real fish mid-morning on the timbered water, hoppers, ants, and beetles headline everywhere, and the trout, packed into the oxygen, are easy to find if you are willing to set an alarm.

Even the valley's honor student got a note home this week: the upper creek above Stoney Creek now carries the 2:00 p.m. restriction. Below that line the creek remains unrestricted and remains the best fishing in the region, with the coolest midday reading of the four (69°F) and a Grizzly Hackle 4 of 5 to prove it. Fishing has been great throughout, including in the busy roadside stretches, and the old trick still works: walk past the last angler you can see and the creek is yours. The low water has turned wading access superb and stealth mandatory. The fish sit in the pockets, boulder cushions, shaded slots, riffle drops, and the seams behind heavy water, and they see you before you see them if you rush the approach.
Best techniques
- Dry-dropper through the pocket water: a #10-14 tan or pink Chubby Chernobyl, Water Walker, Henneberry Hopper, Juicy Hopper, More or Less Hopper, or foam ant, dropping two feet to a #14-16 Perdigon, Duracell, Pheasant Tail, Pat's RL, Twenty Incher, TJ, Shuck-It, Hare's Ear, Blow Torch, or Hot Spot Stonefly.
- Mid-morning is moth o'clock: Para Spruce Moths, Fat Heads, and Billy's Butterfly in the timbered stretches. For selective foam-line fish, go #12-16 with a Plan B, Stimulator, PMX, Purple Haze, or Brindle Chute, and keep the CFO Ants, Splitsville Beetles, and Glitter Ants handy for the ones that refuse the moths.
- A single small dry is often the whole answer on this creek in low water; add the dropper only when the surface bite slows, and swing a small streamer (Kreelex Minnow, Overcoat, Goldie, Sir Sticks-A-Lot, Sparring Partner) through the deeper slots when the dries go quiet. Hatches
Hoppers, ants, and spruce moths are the consistent producers, nocturnal stones work early, and caddis plus PMDs keep the trout honest all day. Tricos show on the calm morning water, Yellow Sallies linger, and the evening ends with caddis and PMD spinner sippers near dark, below the restricted reach.

Outlook. 80s and sun at the creek through the week, hotter in the valleys below. Rock Creek keeps its title as the water most likely to fish all morning without apology. The moth window widens daily, the crowds thin one bend past every access, and the new upper-creek restriction is easy to live with when the best fishing is over by lunch anyway.
